HOW TO PLAY

NO MERCY RULES

  1. Draw. Take 2 cards at the start of each turn—or 5 if your hand is empty.
  2. Play up to 3. Bank Money/Action cards, place Property cards, or unleash Actions.
  3. Keep 7. Discard down to 7 when your turn ends.
  4. Pay up. Pay demands from your Bank and properties. There is no change.
  5. Take debt. If everything you own cannot cover a bill, surrender it all and give a debt chip. Next turn, repay with any hand card.
  6. Fight back. Just Say No blocks an attack, but another Just Say No can counter it.
  7. Win. Complete 3 property sets in different colors.

Digital adaptation for two players. Debt action cards received as repayment are banked automatically.
